Latin Bold Condensed  Suggested by Heron2001 

I believe this is an old Latin font - that wasn't made for digital times.

If you look at Latin Wide you'll see the proper shapes for the T, E, R, A - why, all the letters - but condensing it will not get you to the point of the signage. It's been a long time since I've looked, but maybe someone has made the Latin Bold Condensed with the "H" (and the right "T") you have.
