I thought you wanted a freebee. Yet, if commercial is OK too, why not try the Swiss 721 Black Extended BT? You won't get any closer to your Helvetica Black Expanded

Franklin Gothic Heavy is free from several sites, and comes as default with some computers.

As Coca Cola is free in several 'shops'.
When a font comes as 'default' with some computers it is included in the license for the OS and thus has been paid for and is a legally obtained font. If you take it 'for free' from somewhere else you are taking a coke without paying for it.
