Hum, to be honest, I have no idea about the relation between these two fonts, maybe someone else will know ?
If you look carefully, there are a lot of differences between Rossetti and the sample - right foot of the "h", shape of the "e". But yet, it could be an interesting alternative to Harrington

There are some minor and insignificant differences, true. Besides, it wouldn't be the first time someone copied a font and renamed it, in order to make money. Maybe this happened here too, who knows ^^
