I may be wrong, but this new user's probably talking about websites that help you creating fonts without installing any software on your computer.

It said "without software". Without is without. And it can not be done without software. Be it off-line or on-line.
Even when it wants to return to letterpress it will still need the CAM software for the cutting.

It's not strange.
If you have an interest in designing then you can make your own font and sell it for $$$$.
You can make font by our traditional method of designing or by some online site or software.
Both are good but if you want to create a Professional grade font, then you should always choose traditional method.

Use Microsoft Font Maker. It lets you use handwriting instead of boring shapes.
