This is an image with ampersands of 3 fonts that are very similar.
So it could be Typewriter Serial, ITC American Typewriter or American Typewriter Medium.

So how do they get the letter inside the & symbol ??

That's Photoshop. Or Illustrator, or whatever the designer's choice of software was. I'm a designer, and I used that technique a couple of times, making characters or shapes from words.
Fonts with words in characters don't exist.
