someone has just hand drawn that, I don't think it's a specific font.

i know someone else that found it on a website and makes banners with it. :( but thank you!

Doesn't that someone know what font it is?

If I'm not wrong, that person made that font and use it for banners. And I dunno that person will upload/share that font somewhere someday (it's like proprietary font)

they refuse to give away where they found it. they say it's called little snorlax.

it was similar. this font has one type of each letter, but that one had several different designs for each letter.

You're right, The name of this font seems to be Little Snorlax. It was made by Grace Yum. (http://graceyum.com/), but is used only by maybanners.

Hi I'm Grace and I made that font. I drew out the alphabet using a felt tip marker, I left some things out though. Like all the letters are there but some don't have an upper/lower case letter. It's not perfect. I need to add some stuff. I used FontCreator.
I give it out to close friends on tumblr.
