But with a quick modification to the E - it would look pretty similar. (That's the closest "C" I could find.)
I don't think it is a font - the two Es do match up.
Most likely a designer found a Titling font they liked, and then hand-modified it to make this logo.

Look like if you ad a star to Montserrat Black - you'll be just about there.
It should be a Google-Web-Font - but they are only offering Regular and Bold these days... so I've given an alternate site.
As you are aware, it's an old sign - and it was made by an old signmaker... but I'd take bets he/she used Erbar Bold Condensed as the model for it.
In a pinch - maybe Serpentine Sans can help you out

This was Parisian - that someone decided to make it a bold weight.
UEENS ENFOLK - are set in Wacamóler Caps
stepped on (stretched out) however you care to phrase it these days.
The capitals - Q and K - are from Harrington
It reminds me of Dukungan - that someone condensed and snipped.
