Celtic Hand

Who designed this font?

Hello and thank you to the author of the font. Is this font free for commercial use?

According to Fontspace the font is freeware (free for anyone for any reason)

I added the Celtic Hand Today, everything downloaded fine.
I am using it in Inkscape, GIMP and Libre Office.
On Libre the fonts look tremendous! But on the Inkscape the letters just show the Outline. I am unable to change it.
Any suggestions?
