This is not a font id request. This looks like its a font designed specifically for the city of Rome and is probably only meant for internal use.

There are two fonts here. If you refer to the "Power Rangers" one it looks like:

Relief printing systems like this leave a very characteristic imprint on the paper, for example around the text, creating a sort of raised edge or burr around the letters. This is most likely a font in my opinion.
