Another similar. Stroke weight somewhat lighter. For the Italic, trailing connectors do not reach as far right. Otherwise quite close.

The digital edition is available in pdf "vector text," an eps rendering of font letters not the font itself.

The _S_ for body text looks like:

Which is similar but not identical to the _S_ in the image. Perhaps there is a display version? Have not yet found it in the pdf.

Compare the thick grey letters to Shelley Andante Script with _M_ reduced to 90%, all letters thickened by a parallel line and sloped left 8 degrees:
If the sign-maker did some tweeking, such as rounding the ball terminal on _M_, then this thick version of Shelley Andante Script would have been fairly close to the final design.
A magazine? If so which one.
The thin white monoline script is actually neon tubes bent to a custom pattern.
The grey background is a formal script with ball terminals.
It looks like a thickened version of Shelley Andante Script, or a very similar script.

This is Morris Fuller Benton's Century Schoolbook, created for American Type Founders, 1915-1923.
It has a condensed uppercase that matches the one found in Paratype's version of Century Schoolbook. For the lowercase use the regular width.

Titling Gothic FB Skyline has parallel sides for _G_ while other versions of Titling Gothic have curved sides.
Hovever, the counters in the Skyline version are too narrow. So Titling Gothic FB is not a match without substantial editing.

I had forgotten about the narrow width of Champion Gothic Bantamweight -- which revives the old designs found in triple condensed gothic.

Looks like a halftone newspaper photo of some version of the old time wood type fonts usually called triple condensed gothic.
A similar style of _S_ and the other letters is found in a modern digital font called Cactus Bold, but ITS NOT THE FONT.
Differences include the little kick at the bottom of the leg on _R_ in the image. Stroke width in the image is about the same as Cactus Bold but letter width is narrower.
