Not new. These softwares are from Fontlab. You have to create a font with bitfonter (http://www.fontlab.com/font-editor/bitfonter/) and save it as a photofont file (.phf) then you need a photofont plugin to make it work. The plugin is free for photoshop, indesign and xpress : http://www.fontlab.com/photofont/photofont-start/
edit : oh, and no CS5 and 6 support for the plugin... too bad
