Custom Lettering. Anne Occi - Major League Baseball Design Services Division
The look and feel of the lettering were adapted from Flange. There was a lot of editing.

Looks like this is the source of the painted lettering which is made a little heavier and has some minor simplification

The compression should be more than 40% but I am not going to bother repeating the exercise to get the closer match.

Higher definition image of the logo
Standard fonts do not have letters where the top or bottom is expanded or contracted to fit an arc as used for _MOTOR CYCLES_ in the logo.
After adjusting the letters to make them the same height a result could look like
or a similar result a little taller or shorter.
This is a good match for Forgotten Futurist Bold, currently offered at no charge at Myfonts.

Perhaps the signmaker's letters were indeed inspired at least in part by Lucida Calligraphy, but there are significant differences.
Another possible source of inspiration might be Arioso. Note that this is NOT THE FONT

or perhaps Hoefler's Didot 24 Bold.
The hairlines in Didot 24 are thinner than Didot 16.

This is not a stencil font -- the counter on _a_ is not cut. TT Squares is edited with some cuts -- presumably to create a chopped effect -- that make no sense if a stencil is intended

Even if we find a matching .SHX font, converting it to an otf/ttf/pfb is not a walk in the park.
The fonts in the pdf seem to have been converted from .SHX to .eps, which is a format easy to extract with Illustrator and copy to Fontlab for editing.

I looked at the Hershey Fonts but they have me stumped.
They have no extension in the download to suggest what format they might have.
There is a download for PC with a .fnt extension but the fonts are unrecognized as valid fnt files by FontForge and by online converters such as

Might do better to find a substitute among the various Leroy Lettering or DIN fonts that are available in otf/ttf/pfb

Informative answer
The pdf document contains vector paths taken from the instructions for routing machines.
The vector paths can be made into computer fonts by importing them into a program like Fontlab and giving them width by using a parallel line technique.
Unfortunately, it takes some skill and experience to make a matching computer font from a no-width vector path
Perhaps somebody has already done this for "NORMAL"
