No author data in the font but it might be a kevin and amanda (freescrapbookfonts) creation. Font creation date is Jan 19 2006 and it was uploaded to Abstractfonts that very same day by freescrapbookfonts1.

Luc Devroye's Type Designers (long) page attributes this font to Kevin and Amanda as well.

It's listed under Amanda Green Bottoms.
