We hereby inform you that we have closed the designers store and added their IP's on our banned list. We also have withdrawn all earnings (which were not a lot), and I can confirm that no payments have gone out to the designer."

On dafont I don't know how to submit DMCA letter. Please, help.

Balzack is, as you say in its description, made of "Imperfect letters".

This is not the case of Muttaqin. All Muttaqin letters are clean.
Seems that Muttaqin was probably inspired by Balzak, but is not a copy.
Balzack font file was not used to create Muttaqin.

As you can see, this is not what you call a copy.
Muttaqin is cleaner, and even the shapes are different:
