Does anyone know this font? there are some similar but I can't find the font with that type of F of "BAY OF BELFALAS"

I believe this was hand-lettered by the Lord of the Rings films' calligraphic artist, Daniel Reeve (http://www.danielreeve.co.nz/LOTR/Maps/). To date he has only ever released on font based on the calligraphy he did for the LotR films. Because the map (and lettering) was done by hand, the font won't have all the exact character variants seen in this map, but it does have quite a few, and should do you quite nicely.
