I wonder. Tecnotronic holds a record ID position but was not always right, like here. Heisei Mincho - like a number of non-Latin Adobe fonts - is only a match for the numbers and the g and r and maybe the m and n. The e, b and p have the same basic design but run a lot wider.
So partial match at best.

Now why would a new parent make a birth announcement card in November 2015 with a font technology that is obsolete and apply one of the possibilities on only a few letters in that very short text?
New moms and dads are - rightfully - loaded with emotions when it comes to their newborn but then randomly applying obsolete mm techniques on the birth card ... that is not very compatible with the Frisian way of thinking.
