The letters look like Futura - but the "pointy" M only goes up to a Medium weight... but in a pinch...

Not the font - just a good substitute.

The Futura Pro Heavy looks pretty darn close. I thought the font would incorporate the effects on the logo,
It has some kind of drop shadow and and smokey bubbles. Would that be a Photoshop effect or could there be a font out there that already has the
effects incorporated?

Drop Shadows, Smokey Bubbles - those probably are Photoshop effects. Your signage looks like it was painted a long time ago and has worn out. You can come pretty close to that too in Photoshop.
