No idea, may be a custom made font. Can't really tell, seeing as no characters repeat themselves.

Could be based on font, yes. This was made with Corel Trace or other program (probably). Had to use it more than once, trying to convert font to vector from image, achieving similar results (i.e. irregular lines, irregular circles (when they should be perfect circles), etc.)
