What font was used to create the number [Font with that background behind the number.. the black bar thing.. you get the idea.]

So yep what i'm looking for is the font used for the 'FUN OR NOT' part of the picture,Or if it's a certain effect,I'd appreciate if you guys could tell me what that effect is . Thanks in advance and have a great day.

Yeah i used it before and forgot its name.. Help would be appreciated,I THINK it's a standard [default] font in windows 7 but i'm not sure,Up to you guys Thanks for the help in advance .
