As usual for these questions, the only way to know is to contact the author. Everyone has a different version of what is commercial use or not.
You should tell us which fonts you're talking about. Otherwise it will be difficult to help you.

There is no general rule on how you can use "free for personal use" fonts. You didn't mention a specific one, so we can't help you there anyway. Contact the font maker.
As usual this is the best advice and you should follow it.
Why would you want to delete your post? It could help other people.
Emails are sent when there are technical issues that prevent a font from being uploaded. In your situation, the characters are inconsistent in terms of weight. There is also no kerning or spacing in your font. The characters are not aligned properly on the baseline. If you can fix these issues, you can feel free to submit it for review once again.

I would recommend dropping the kerning classes in your situation - or only putting similar shaped letters together - and reading more about the spacing/kerning issue here:
http://designwithfontforge.com/en-US/Spacing_Metrics_and_Kerning.html Hi, it seems like there was a small mistake when uploading it. I changed its name now. Is this the correct name now?
