Thank you for responding to my post so quickly. The font creator service I found do not allow me to use an illustrator file already in existence, instead I have to use their design tools. Do you know of a free Font creator that does allow it?

With FontForge import Illustrator SVG ( save as SVG Basic 1.1).

@explogos, all versions of the Charter, ITC and BT have the Western European accents. Only the Bitstream pro otf version has also the Eastern European accents including the macron. ...
Also Paratype version has also the Eastern European accents.

Bitstream Charter does not contain vowels macron.
