It's indeed Impact with Word art.
This rather looks like its a modified version of an all caps Peignot Bold with an added outline stroke to make it heavier and a custom dot on the "I".

This is not a font id request. This looks like its a font designed specifically for the city of Rome and is probably only meant for internal use.
