No exact match that I can find, but Baltica Extra Cond Regular or Baltica Extra Cond Bold is a passable substitute
A blend of the two fonts to produce an intermediate weight would be pretty close.

Niagara Solid is slightly thicker

Clock faces almost always use custom designs for their numerals, whether Arabic, Roman or other.

Finding fonts with Roman Numerals turns out to be not so easy.

However you can use the capital letters _I_,_V_ and _X_ to make a facsimile of them.
Several narrow fonts would work, including FSKeyNote.

So far no fonts with the custom detailing on your clock face.

The heavy strokes in Hebrewish are lighter than the ones in your image, but the flowing tone is comparable.

For a faux Hebrew with a lowercase, you could consider Hebrew Latino -- already suggested -- or FF Bagel.
Both are quite different from the lettering in your image but have the reverse contrast feature. FF Bagel has a comparable flowing tone

This is the lettering from the notorious _Jude_ star that German Jews were forced to wear by the Nazi's.
The lettering is a mutilation of a common German lettering style, as shown in Schwaben Alt, and has little relationship to actual Hebrew other than the reverse contrast and the leaf shaped terminals. Given the association with genocide I would find the use of this modified Schwaben Alt to be inappropriate and offensive.
On the other hand the un-Nazified Schwaben Alt is an an expressive style that is suitable for many uses.

I agree its probably custom lettering.
