I didn't see anything similar in free fonts. I do believe this was set in OUTHOUSE and someone thickened up.

It looks like Supply Sans that was printed on textured paper that distorted the common letters.

This is probably a font that has been distorted and manipulated by a designer. I cannot recognize the original, but I'll offer you a substitute in case you never find the original.
I can only offer Heiter Retro as a substitute.
In the font Rebecca - the lower case s matches and the upper case T. The O - I think you'll need to modify it by hand.
I have not been able to find a font with all the letters, sorry.
