I'm tasked with building a site for a japanese steakhouse - been looking everywhere trying to find matches that are not commercial. Even the one's that are commercial come close, but not exact. Anyone recognize this font?

I think the font you told us is a rip-off of Freak

As Bart is a Bay Animation (RIP, now Arts&Letters) font it is a rip-off. By definition. But not of the Freak, as Freak is 2006 and Bart is 1994, but of Bamboo - Image Club Graphics 1992.
