When you download a file, you don't download a TTF file but a ZIP file.
You need first a to unzip the zip file to obtain the TTF files.
Forget MS Paint and install GIMP.
It'a a free software that do more than MS Paint.

Each autor have his own definition of "personnal use" an can answer if you case is or ise't for it a "personnal use".
It's not ever necessary to have admin rights to install a font but the admin can to forbid for a login to have the possibility to install a font (or something else).
The best is to contact you admin or the people that rule the rights of your computer.
A JPG picture is not a font. I can be an image of a font but it's not a font.
A font is a vectorial file with a TTF or OTF extension.
On DaFont, only the true Font Files can be uploaded.
You still have to work a lot to generate a true font file.

Je ne sais pas s'il existe vraiment des règles formelles, mais, à ta place, j'essayerai d'apprendre par l'exemple.
Tu visites le thème "Basiques" (Sérif ou Sans Sérif, suivant ta police) en ayant coché l'option "voir les variantes" qui te permettra de voir les polices ayant une vraie version grasse. Tu en repères une ou deux qui te conviennent (tu les testes dans un texte pour voir si ça donne bien l'effet que tu souhaites) et tu étudies les différences entre la version régular et la grasse dans ton éditeur.

http://www.dafont.com/fr/clemente-pd.font?af=on qui existe dans un nombre impressionnant d'épaisseurs différentes, ce qui te permettrait de bien ajuster le rapport que tu recherches toi-même.
C'est un avantage du format TTF : tu as en quelques sorte le "code source" dans la version utilisable, tu peux donc aller y farfouiller pour l'étudier en détail.
