Peignot Demi lowercase with added stroke amended l,k and p and line added to r. I couldn't fully edit my previous post. I've done an image to show it better.

I'd say the welcome to font is Designers Gothic Light although a free font Fortune City, is very close (http://www.abstractfonts.com/font/10267?text=WELCOME+TO).

Try Peignot Demi lowercase. It's heavily modified but seems to be the same font with strokes etc. added.
