It's "Doctor Soos"

You can use "Doctor Soos" or "Grinched" both do the trick.

I just stumbled into this post while digging up info on this topic. I happen to have the original lettering artwork for the cover of Horton Hears a Who.

It was given to my father by the lettering artist/designer Emil Klump, who my father worked for in the 1960's. My father's recollection is that Emil was doing freelance work during the years this book was created and also worked for Lettering Inc in Chicago too. While we also have some of Emil's original art for his best known font, Murray Hill, there is nothing indicating that he fleshed out a full alphabet of the classic Seuss lettering. The cover art is clearly a "one off" with blue lines, white out etc.
