The letters are a pastiche of unusual and faux Russian. At least there is not a reversed _R_ for the _A_.

The _A_ could perhaps be a modified version of the one in Kolega or direct from the Cyrillic _А_ or _Д_.

for something similar to the narrow boxy style, aka gaspipe, of the letters you might try Komu, a revival of a style of letters frequently used on billboards in the former Czechoslovakia during the era of Communist rule.
