One of the many Art Gothic variations around. The URW one shown is not an exact match. I have a variation, 1997, without a designer's name that is also not an exact match but does have a normal and a bold face.

This is an old fashioned flipperboard so forget about the black lines.
Probably customized for these flipperboards. Looks to me like based on the Gill Sans. On the pict it looks like some sort of a semi condensed but that is probably due to the perspective.

On second thought and after looking at the thing I agree with daaams. Someone has 'reworked' the good old Stampede it seems.
This one should have green light. h of the flipped and mirrored, e of the flipped.
