Custom, but based mainly on the _S_, probably inspired by a display weight of Walbaum or one of its descendants.

AFAIK no exact match for this version of the sailor's tattoo letters. Similar fonts usually called Sailor Jerry or some variation of that name. More lettering in this style at https://www.pinterest.ca/pin/513762269977488262/

Perhaps the title maker may used Stencil Solid as a source, redrew the letters at a compressed width and did some editing such as tacking a serif onto the bottom terminal on _C_ and closing the gap in _K_.
