Horizontally expanded by user
The user compressed the width of the small caps from URW's STOP, made some adjustment to the curved vertical stroke widths and added a bottom portion to the stem of _R_.

Bitstream's version of Excelsior. The other digital versions have a bulge in the lhs of the vertical stroke for _J_.

All text from the top of the image to WATCHERS is based on Friz Quadrata Bold. Top two lines were compressed in width by user.
WATCHERS is custom but was made from Friz Quadrata Bold, compressed in width by user, who also distressed the outlines. Other custom changes for WATCHERS include dropping the bottom of _W_.
A logo, but there seem to be no differences from Interstate Condensed other than the distortion from placing on an arc.

An over the top revision of Times Roman Bold, under the name Moore Swash. Designed by David Moore and published by VGC around 1973.
No digital, but could be duplicated by applying this swash treatment to Times Roman Bold.
The _R_ is a composite of the two swash versions of _R_. Presumably done by the user as this is not in the VGC specimen.

Note the spur on the upper rhs of _n_. A perfect match for Cloister Black from Bitstream but too wedge shaped for similar fonts such as Cloister Black from Castle Type or Old English Text from Monotype.

The user clipped off the portion of the rounded bottom of the leg of _R_ and _K_ that extends below the baseline, presumably in order to have the bottom of the legs line up with the bottom of the other letters along the bottom edge of the rectangular portrait area of the stamp.
p.s. Masqualero came to my attention as the result of a post by Akira 1975 on another forum earlier today.
