Found some that were close in Western category, but they don't match the arches in the ends of the F, T, L, etc.

Can't open. Any suggestions how to open, or suggestions for app to use?

It's okay that you can't open that font - it is so not it.
However it is American Tuscan font - but I can't find you a link... I'll keep trying.
