Looks like a version of a bold condensed weight of a font called DeVinne that was designed by Gustav Schroeder in 1892, and expanded to many weights and widths in the following decade. The name DeVinne is now used for a different design.
A lighter and wider version of Schroeder's DeVinne is available from Wooden Type Fonts

Tedlo Roman NF is closer to the version of Devinne used by Biscuit China than the Devinne by Wooden Type Fonts, but is not an exact match.
Denver is a compressed version of Schroeder's DeVinne, with some minor differences. The bold weight is in the ball park, but is not an exact match.
