I've made these open source fonts using Birdfont, with no restrictions. They function well and I've used them for variety of clients here and there. Yet they never pass the submission process.

Well, you only submitted one of these fonts once (the first one) and it has a lot of issues. There is no kerning, the ascender/descender are not set correctly, and it is quite inconsistent.
