It's not Arial. Look at the lowercase E shape and the x-height.

This font is called Rodin. It's a Japanese typeface made by the foundry Fontworks, used in quite a few games developed in Japan. You can find it in newer Pokemon games, Metal Gear Solid, the PS2 system menu, the PS3 system menu, the Wii system menu, and lots of other places! Chances are, if there's a sans-serif font in a Japanese game: they're using Rodin.
