It's basically gaspipe lettering. Evogria matches the caps pretty well but hasn't got a lower case.

Evogria is a reasonable substitute for _ACHTUNG_
The _S_ does not match.
I suspect that this was never a font as such in 1963.
For the lower case I am tempted by Georg Trump's Signum of 1955, digitized as Trump Gothic and using the bold weight. The _r_ could be made by clipping the rhs leg from _n_. Expanding the width slightly and other minor edits would make a better fit.
