I tried downloading the "US Declaration" Font on my android after when the download completed I open it and says "Can't Open File" please help thank you

You did not download the font but a zip containing the font. Unzip and then install: http://www.techrepublic.com/article/how-to-install-new-fonts-on-the-android-platform/
