Would anyone know if this is a font? If so, which one?

I've searched the site to see if I could spot it, but gave up after searching for as long as I did. I thought it may have been handwriting by someone and quit looking until recently when someone wanted to know what it was as well, mentioning how they seen another tattoo with the same writing. Too bad it hasn't been figured out. Even something similar would be great.

Or handwritten? I've been trying to find out for a while now.
