I have found that TTFs with embedded bitmaps are extremely problematic. They don't seem to be supported in most places. A scalable bitmap font that looks pixel-perfect at the right point size (like any of these
https://www.dafont.com/bitmap.php) is what I want. I can't seem to find a tool that can generate it. I have a bunch of pngs that I would like to convert to a TTF somewhat automatically. Are there any free tools that can be used to generate fonts similar to those on the linked page? Would FontForge work? Is there something more specialized for this task?

You can make such fonts with almost all font editors. This article, although mainly aimed at FontCreator, should get you started, even if you choose to use a different font editor:
