The shapes of the letters seem to look like United Sans Condensed - and then perhaps you can make your own stencil cuts into it.

United Sans Condensed has chamfered counters and serifed _I_ but _CHIRAQ_ has box counters and plain _I_.
However it could be edited to match. Note: needs additional horizontal compression.
p.s. I tried tinkering with United Sans and found that while it could probably be edited to match, there was no simple method to do this.
If have not found this style of tail on _Q_ on other fonts, so I don't have an alternative to propose.

p.s.
My main observation is that _CHIRAQ_ is a compressed version of rather heavier letters. Note the reverse contrast: Horizontal strokes are much thicker than vertical ones and the chamfer cuts are deeper on the vertical strokes than on the horizontal ones.

So, what font would be a fair match for the pre-compression letters?
