No kerning at all. Just very tight and negative advance settings. Thus the gap around the 't'.
Kat - I wrote that because as I typed the words out in the font - the same look was showing up... lol
Let me put it to you this way - I don't know of any of the old professional typographers that would have set type this way pre-grunge.

Before the photo type & digital type eras it was physically impossible to set type that overlapped and it was very difficult to do with photo-type, whether in dry contact or other media.
But I wonder if some of them were tempted to try for the effect
BTW I think the overlap works for the idea of a store with way too much merchandise jumbled together
