Similar, not bold enough, are the Great Western (Fontmesa) and the Engravers Bold (Monotype).

Three good suggestions, but nothing that I can find is a 100% match.
The lhs vertical stroke seems too thick.
I suspect this is custom lettering in the style of Latin rather than a font as such.
