How do you do the outline like that?

That depends on what graphics editor you are using (photoshop, illustrator…MS paint)? Perhaps post on the general forum…

…with a little more information (what software you have access to for example).

when in illustrator, turn the font into outlines. copy the object and place in back. with the back copy selected go to object > offset path and turn on the preview and select the outer outlining width that you like the best.
