You must 'unzip' the file and put 'Legothick.ttf' file in the windows font folder. I can't remember if XP handles it so maybe you need a program to 'unzip'. One such free program would be 7-Zip which you can download here: http://downloads.sourceforge.net/sevenzip/7z920.exe

Edit: Make sure you enter only capital letters or else it will revert to some default font.

I don't know much about web design and maybe someone else will reply too, but I believe it is the default sans serif font on Macs and iPhones and other Apple device. On Windows, it'll be replaced by Arial.
I'm also pretty sure you can force Helvetica by using it as a Web font.
