There are 138 pages of handwritting fonts (probably the most prolific) and from ONE font that doesn't suit your needs you assume they are all shitty? have you ever tried another one, at least? And in these approx. 1380 fonts there is not one single font that fits ?
I think the font is included with several softwares (Microsoft Office or an Adobe Suite, I don't remember...)

Anyway, i think this kind of use is very rare and is more an illustration (even art) than a regular use, so does it worth making a (complex) font ?
Here is an example with the the glyphs "a" "b" and "q". I've colored them for readbility.
More seriously, you have tu put all your glyphs at the same place in illustrator on the bottom left of your page. The bottom of your page will be the base line in fontlab. Then you'll just have to copy and paste it in Fontlab.

Not new. These softwares are from Fontlab. You have to create a font with bitfonter (http://www.fontlab.com/font-editor/bitfonter/
) and save it as a photofont file (.phf) then you need a photofont plugin to make it work. The plugin is free for photoshop, indesign and xpress : http://www.fontlab.com/photofont/photofont-start/
edit : oh, and no CS5 and 6 support for the plugin... too bad
