Nobody here can answer this question about what the author considere as "commercial". Contact the author, it's the only one that can have a reliable answer for you. All other one can only reply with suppositions or speculations.
A font copying the style of a old typewritter like the Remington :

It look like Arial but the first "S" is different.
Si le fichier ne fait pas la bonne taille, c'est qu'il n'a pas été chargé complètement. Il sera donc impossible à décompacter.
Tant que tu ne seras pas parvenu à le télécharger à la bonne taille, il sera inutile d'aller plus loin.

The links between the letters is perfect but cever in the same point (vertical position). It's not a font.
Or, if it's a font, it was handly modified with a graphical software (but I don't thing so).

Peux-tu dire plus précisément comment tu procèdes ? Est-ce que tu décompactes PUIS tu fait glisser le fichier dans le répertoire Font ou est-ce que tu le places directement depuis ton logiciel de décompactage ?
Après téléchargement, quelle est la taille exacte du fichier zip obtenu ?
Après décompactage, quelle est la taille exacte du fichier ttf obtenu ?
Je l'ai téléchargé (windows XP + IE8) et décompacté (Power Archiver) sans problème. Il est donc peu probable que ça viennent du fichier proposé.
Quand le téléchargement est terminé, sur le fichier Zip, fait un clic droit > Propriété.
Est-ce que la taille est : 416 Ko (426 997 octets) ?
I thing is not exactly the Deko font. The proportions of some letters (M, L, R) are not the same.
To look this, copy the picture in a graphic software and modify with contrast +90%, luminosity -30%.
It will appear.

It's clearly a problem of download (software, link, etc.).
The size of the ZIP file is 489 kb (501 562 b). If you don't have exactely this size, the zip file will be impossible to uncompress.
I have trie it and I don't have problem to unzip and install this font.
Did you have trie to download it a second time ? Perhaps this is simply a problem that occure in your first download...

fontfreak@fontfreak.com Si tu n'as pas Helvetica, tu peux utiliser Arial, les deux polices étant vraiment très proches.
En fait Arial a été créé parce que Microsoft refusait de payer les droit de l'Helvetica pour l'intégrer à Windows. Les tailles de caractères sont strictement identiques, ce qui fait que les polices sont interchangeables sans que la pagination ou les coupures de ligne en soient modifiées.
La principale différence, c'est que l'Arial fait des coupures inclinées à l'extrémité de certains traits alors que l'Helvética a des coupes droites. Dans un corps de texte avec des lettres de taille 9 ou 10, c'est quasiment invisible.
Les seules différences vraiment visibles, ce sont les majuscules R et G. Pour le reste, il faut une loupe pour voir les différences.

For a free font, Brin Athyn (lowercase, bold) is very close.
Effectivement, il est peu probable que ce soit un problème de police.
Je n'y connais rien à ton problème mais peut-être pourrais-tu tout simplement changer la résolution de ton affichage, mettre une résolution plus grossière, pour que, mathématiquement, les textes apparaissent plus gros et plus lisibles, le temps de résoudre ton problème.
