I found this sort of font from the book, "Chuck Amuck" by Chuck Jones.

Does anyone know whay kind of font it is, and if it's not a font, can someone make it into that sort of font?

That font is the Chuck Jones font and is not available to the general public at this time, although there are plans to market it at some point in the future.
