This has the feel of Clementine Sketch, but it's definitely not that font. I've found when using Clementine, you can isolate the inside section and delete the sketchy outlines to get something cleaner, and pretty close to what you're showing here. No caps though.

If you really have your heart set on finding this as a font, I'd better tell you now, that this is not a font. I've compared all the repeating letters (e, c, n, h) and none are the same twice.
