It's not legal to modify a font without the permission of the author.

The font is on "Free" copyright.

Modders of GTA IV were asking for permission to make mods for their game?

This thread is going epic. Anyway, in case you didn't understand, having a "free" copyright and being able to modify a font are two very different things. Try to contact the author.

Also If it's not © then I can make the same font and just change the letter, it's my font then so, welp.

You don't understand. The "free" copyright should mean that you can use it for free for either personal or commercial use ("should", to be sure, ask the author). It might not mean that you can copy the font, and change one character for your pleasure. Like I said, ask the author.

"Free for use" don't means that you can do what you want with the product of an author.
If the author don't ask for money to use a font, it don't mean that the author leave all hes rights of this product.
And it's so a question of respect to ask the author if you want to modify hes work.
